日本船舶海洋工学会2011年春季講演会で講演
2011年5月19日福岡で行われた日本船舶海洋工学会 2011年春季講演会のオーガナイズド セッション6 "Is Nuclear Shipping Feasible?" において、DNV GLは2本の論文に基づく講演を行いました。
このセッションは昨年12月DNV GLが学会に申請し承認されたものですが、今年3月11日の東電福島原発事故と引き続く困難な状況下でこのようなテーマが適切であるかどうかをDNV GL、発表予定者、学会で議論を重ねた結果、今の時期だからこそ原子力の平和利用に関する議論を「学会」という学術的かつ中立的な視点を有する公開の場で行うことは極めて意義深いとの結論に達し予定通り実施した次第です。
本セッションでは最初に東京大学 湯原哲夫教授が「原子力船の動向と展望」と題して福島原発事故と最近の原子炉安全開発を比較しつつ原子力船の開発の歴史及び将来の展望を発表し、続いてDNV GLが原子力商船のFeasibilityを技術的、経済的、社会的な側面から調査分析した報告書を紹介、特に安全に関しては原子力船の核燃料サイクルにおけるSecurity上の問題（核テロリズム）をハイライトし、最後に神戸大学 小田啓二教授が原子力商船の安全運航のために、ソフト面から必要とされる乗組員の構成や資質及びその養成、さらに必要な法体系整備について述べ、そしてそれらがいずれも長期間を要するが故に長期的展望の下に先行して検討しておくべきことを強調しました。
On May 19, 2011 DNV chaired the specific session for Nuclear shipping at the 2011 Spring Conference of JASNAOE (The Japan Society of Naval Architects and Ocean Engineers), and presented two papers. Prior to the conference, it had been thoroughly discussed internally and externally if such a topic was appropriate after and during FUKUSHIMA DAIICHI Nuclear Power Plant Accidents and concluded that we (JASNAOE, DNV and shipping/shipbuilding industry at large) should not avoid an open and fair discussion on safe Nuclear shipping.
Professor Yuhara, the University of Tokyo, presented overview of safety development of Nuclear Power Plants in comparison with FUKUSHIMA accidents, and the trends in the near future. Namikawa followed with presentation based on the DNV GL Extraordinary Innovation project last year for about one hour including active Q&A from about 50 attendants. Professor Oda, Kobe University, introduced the training program for the sea farers to operate Nuclear Powered ships.
