Joint implementation scheme
共同実施 (JI: Joint Implementation) スキームは、京都議定書締約国のうち先進国間での排出量削減を推し進めて排出量を削減する仕組みです。獲得した排出量削減クレジットはそれぞれ自国の削減義務の目標達成に利用できます。この制度では、先進国の企業が共同で努力することにより、コスト効率良く排出量を削減することができます。 (続き、英文)
Purpose
A joint implementation (JI) project represents cooperation between two companies in countries that both have reduction commitments. The idea is to reduce emissions via projects in locations where the cost of the reduction is the least. Hence, a JI project is a cost-efficient way for industrialised countries to meet reduction commitments.
The joint implementation mechanism is also an incentive for companies in industrialised countries to share knowledge on green technology. The JI project must show that it achieves emission reductions or removals that would otherwise not have occurred without the joint implementation project.
Benefits
Cooperating parties earn emission reduction units for their efforts. JI investors can use the emissions reduction acquired from the project to increase their emissions allowance or meet reduction commitments.
Participation in JI projects is voluntary, and benefits are reaped by both the parties involved and the environment. The host country receives foreign investment and advanced green technologies, while the investor country receives assistance to achieve compliance with their emission reduction commitments at a lower cost.
Features
The Kyoto Protocol requires that certain JI projects are subjected to determination and/or verification by an operating entity ie, a third party verifier such as DNV.
Determination of your JI project is an assessment of your project design documentation, including the project technology, baseline scenario and monitoring plans. During the determination of your JI project, we will analyse these documents and the project in accordance with international rules. We will collaborate with all involved stakeholders during the determination.
Verification determines emissions reductions or removals as well as compliance with applicable Kyoto Protocol criteria. Verification is mandatory for JI projects when host countries do not meet applicable methodology and reporting requirements. DNV will review and assess emission reduction calculations, monitoring results, data collection, performance records, established practices and accuracy of data and monitoring equipment. In addition, we will interview project participants and stakeholders.
